The role requires highly specialised knowledge, underpinned by theory and experience, across a range of service improvement, programme management, business change, and business management areas. The key knowledge, skills and experience needed to undertake the role are listed in the person specification and are identified as either essential or additional/useful. The essential requirements represent the elements necessary for the safe and effective performance of the job. The additional/useful requirements represent elements that contribute to improved or immediate performance in the job upon recruitment.
1. Oversee the maintenance of a uniform PMO process, aligned with best practice, for the Trust
2. Develop and deliver training for key managers across the Trust to allow them to provide PMO internally within their CSUs and Directorates
3. Act as a subject matter expert to provide advice and guidance on PMO to Flexible Workforce, CSUs, and Directorates
4. Provide day to day programme management for Programmes within our portfolio.
a. Work with teams to plan, govern, deliver, and provide assurance on programmes of improvement work, including policy and process development from the initial diagnostic stages through to implementation, benefits realisation, and post implementation review.
b. Work closely with the programme teams to plan the delivery of comprehensive analysis to help them make decisions about improvement and development. Data may be quantitative and/or qualitative and will be highly complex in nature, involving areas such as quality, profitability, team effectiveness, workforce productivity, skill mix, process efficiency, and leadership.
c. Plan and manage programmes and their projects, through interpretation of national guidelines and using best practice management methodologies, including the production and maintenance of key documentation.
d. Ensure that the intended benefits of all work supported are effectively planned and tracked.
e. Negotiate and agree expectations and monitor delivery against these.
f. Use well developed communication and negotiation skills, and an adaptable approach, to gain, persuade and maintain support from stakeholders.
g. Design, plan, and deliver bespoke facilitation and training sessions to fit customer needs, considering any anticipated barriers to success.
h. Ensure that programme budgets are managed, and benefits plans are produced, tracked, and delivered.
i. Produce reports, audits, surveys on progress of programmes and/or projects for presentation to the Improvement Programme Boards and other key stakeholders as required.
j. Ensure that risks and issues are identified, managed, and escalated appropriately and where required adjust plans and strategies to ensure progress and delivery.
In addition, the postholder will deliver on the following items specific to the Trust Recovery Programme
5. Support the process of change management within the Trust, engaging with CSUs.
6. Support services to engage with stakeholders to adapt services to align with their expectations and requirements as part of the Recovery and/or Transformation agenda.
7. Contribute new thinking around different models of working that will deliver maximum return on investment either financially or from a performance perspective.
8. Present findings and recommendations to stakeholders and large groups clearly and appropriate to the audience. This will include presenting to a range of forums and will also involve communicating information that is highly contentious and sensitive in relation to service quality and efficiency.
Technology implementation
9. Support services to engage with internal and external stakeholders to ensure implementation of new system is achieved within the designated timeframe and to align with expectations and requirements as part of the Recovery and/or Transformation agenda.

12. Use leadership, coaching and personal skills to motivate and inspire colleagues to produce innovative ideas to address issues for them and their patients. Develop an innovation culture at the Trust.
13. Contribute to the continued development of innovation knowledge and skills.

Experience
Essential
- Experience of playing a lead role in PMO provision in an organisation. This includes the application of uniform, recognised best practice, PMO methods in programmes designed to deliver tangible benefits to quality, productivity and cost efficiency.
- Working with people at all levels and from differing professions (including senior management) and the wider system to deliver PMO that is a key enabler in influencing and leading change.
- Experience of running programmes, projects, and services.
- Evidence of measuring impact of your programmes and projects.
- Experience of managing and influencing conflicting and competing priorities.
- Managing multiple projects/programmes at the same time.
Desirable
- Experience of training staff colleagues internally within PMO and across the organisation in PMO best practice
- Management in a complex environment.
- Experience of working in healthcare or similar.
- Clinical or operational experience.
- Experience of producing and developing project documentation and presenting on a tight timeline.
- Experience of using different project management methodologies.
- Experience of the clinical innovation process from idea to testing to taking to market

Essential: - Excellent understanding of PMO principles, tools and techniques.; - Understanding of information governance and confidentiality.

Qualifications
Essential
- Degree level qualification (or equivalent experience) with specific relationship to leadership in Project or Programme Management.
- Formal training in improvement methods/approaches.
