The ELSEC Programme Manager will be responsible for the operational delivery of the ELSEC programme in Hampshire and for maintaining service standards delivered by the ELSEC Team.
Ensure the mobilisation and ongoing effective and safe delivery of the ELSEC programme to deliver good quality, user experience and clinical outcomes.
Ensure a safe and effective patient service is provided and under the leadership of Head of Service, Quality Governance Lead and Clinical Lead, they will manage the operational, staffing, governance and financial performance associated with the designated service.
Support the wider Physical Health Leads in helping to translate the vision of integrated management into safe, effective, and efficient service delivery.
Using their leadership skills, they will be a visible and accessible presence, providing leadership and line management supervision to their direct reports.
Working with the wider Physical Health Leads they will participate in the development and implementation of the service line management, robust governance models and safe clinical management processes. The ELSEC Programme Manager will be a member of the Physical Health Leadership Teams.
Ensure excellent communication and joined up care pathways in locality settings between all internal and as possible with external providers.

Qualifications
Essential
- Master's degree level qualification in the speciality or relevant equivalent experience.
Desirable
- Recognised Speech and Language. Therapy degree level qualification or equivalent.
- Registered member of the Health and Care Professions Council.
- Registered Member of Royal College of Speech & Language Therapists/Licence to Practice.
- Evidence of maintenance of CPD in area of specialism.
Experience
Essential
- Significant experience of managing and leading teams.
- Experience of delivering complex services or work programmes at scale and pace, with innovative design approaches proven through outcome delivery.
- Demonstrable attention to detail.
- Able to balance competing priorities and meet personal and service targets within a fluctuating and demanding workload.
- Evidence of management or leadership training and evidence skills in leading, supporting and influencing others.
- Ability to afford assurance of quality and safety of services for programme of delivery.
- Able to organise own workload and that of the team to meet objectives and operate effectively.
- Very experienced and competent line manager with skills in managing a diverse workforce.
- Ability to think clearly, facilitate and challenge appropriately.
- Proven ability to manage staff and delivery within a given budget.
- Able to work effectively across organisational boundaries.
- A high degree of self-awareness and an ability to reflect on personal and professional attitudes and accept feedback.
- Ability to manage highly complex and difficult situations where there may be direct conflict.
- Sound IT skills (Microsoft office word, excel)
- Ability to collaborate constructively with colleagues within and outside the organisation to create the conditions for successful working.
- Ability to manage unpredictable pattern of work where there may be interruptions.
- Ability to work as autonomous practitioner.

- Experience of working with diverse stakeholders including schools and clinicians.

Additional Criteria
Essential
- Detailed understanding of Early Years Child Development.
- Good understanding of Speech, Language and Communication Needs.
- Good understanding of the Universal, Targeted and Specialist Model of Service Delivery.
- Understanding of SEND system including EHCPs, SEN Support and the role of schools and available support.
- Understanding of LA responsibilities for services to children with disabilities in terms of safeguarding and Section 17.
- Understanding of National policy and standards of governance.
- Understanding of NHS and local Government strategies, policies and plans
Desirable
- Evidence of continuing professional development.
- Understanding of managing Multi-Disciplinary Teams.
- Sound knowledge of Human Resources processes & policy of an integrated workforce.
