The Operations Manager will lead the day-to-day delivery of PCN services, ensuring teams are appropriately staffed, supported, and operating effectively. The post holder will oversee operational performance, coordinate workforce planning and recruitment, manage people-related issues, support service improvement, and resolve operational challenges across multiple services and locations.

Working closely with Team Leads, clinicians, practices and partner organisations, the Operations Manager will ensure services are delivered safely, consistently and efficiently, while helping develop the operational systems, management structures and governance arrangements needed to support a complex multidisciplinary organisation.They will also have a key role in ensuring compliance with organisational policies, governance requirements and agreed ways of working across PCN services.

  • Lead

the day-to-day operational delivery of PCN/CIC services.

  • Ensure

services have appropriate systems, processes and management arrangements.

  • Support the implementation of governance, assurance and compliance requirements across PCN services.
  • Identify

and resolve operational barriers to effective service delivery.

  • Coordinate

activity across teams and services where required.

  • Ensure

operational issues are resolved at the appropriate level and escalated where

necessary.

  • Maintain

oversight of workforce capacity, deployment and operational requirements.

  • Support

appropriate workforce planning.

  • Provide line management, leadership and support to Team Leads and other designated staff.
  • Ensure

employees have clear roles, responsibilities, objectives and reporting

arrangements.

  • Maintain

effective management structures across PCN teams.

  • Identify

workforce risks and recommend appropriate action.

  • Lead

operational recruitment and onboarding activity within the agreed workforce

plan.

  • Oversee the consistent application of HR policies and procedures across teams.
  • Coordinate

probation, performance, attendance and employee relations processes, seeking

specialist HR advice where appropriate.

  • Maintain

oversight of mandatory training and workforce compliance.

  • Develop and maintain appropriate operational measures for services.
  • Monitor

service performance, capacity and delivery.

  • Work

with service and clinical leads to address underperformance or operational

concerns.

  • Provide

appropriate performance information to the PCN Manager and Board.

  • Support

continuous service improvement.

Working jointly with the PCN Manager and senior leadership team:

  • Support governance, organisational assurance and compliance activities across the organisation.
  • Practice

engagement and relationships.

  • Neighbourhood

working and development.

  • Implementation

of Board priorities.

  • Organisational

change and improvement.

Identification and escalation of significant

organisational risks.

East & Central Brighton PCN consists of nine GP practices serving the communities of Whitehawk, Woodingdean, Queens Park, Kemptown, Hanover, Lewes Road and London Road. Our multidisciplinary teams work collaboratively to improve patient outcomes and deliver high-quality primary care services across the network.The PCN brings together a multidisciplinary workforce, including Pharmacy, Frailty, Social Prescribing, Health Optimisation, Home Visiting, Mental Health and Engagement teams. These teams include pharmacists, occupational therapists, physiotherapists, nurses, social prescribers, care coordinators and engagement staff.

Together, they support patients through proactive, community-based care, helping to improve access, reduce health inequalities and provide joined-up support outside traditional GP appointments. Through initiatives such as the Integrated Community Team and weekly Health Hub, the PCN works with practices, patients and partner organisations to promote wellbeing and strengthen links between primary care, community services and the wider local system.

Qualifications

Essential

  • Educated to degree level or able to demonstrate equivalent knowledge and experience gained through senior management roles.
  • Evidence of relevant continuing professional development.

Desirable

  • Recognised management or leadership qualification.
  • CIPD qualification or equivalent HR training.
  • Qualification or training in project management, service improvement or change management.
  • NHS leadership or management development training.
  • Training or qualification in governance, quality assurance or risk management.

Experience

Essential

  • Significant experience of line managing staff and leading service delivery across multiple teams and services.
  • Experience of workforce planning, recruitment and people management, including performance and employee relations matters.
  • Experience leading service improvement, organisational change and operational problem-solving.
  • Experience developing and implementing processes that improve service delivery and team effectiveness.
  • Experience supporting governance, assurance and compliance activities, including audits, risk management, policy implementation or organisational assurance processes.
  • Experience identifying, managing and escalating operational and workforce risks.

Desirable

  • Experience working within healthcare, health and social care, the NHS, primary care or a Primary Care Network.
  • Experience managing multidisciplinary clinical and non-clinical teams.
  • Experience supporting integrated and multidisciplinary services that improve coordination and outcomes for communities.
  • Experience working across organisational boundaries and developing effective partnerships.
