EPR Data Engineering Manager

To manage a team of Data Engineers, their day to day and project activities, and ensure all targets & deadlines are met.

To design, develop, test, implement and maintain localised bespoke data engineering solutions, assist in the implementation of newly procured systems, and develop and maintain the Trust's data warehouse and information reporting systems utilising SQL Programming (Microsoft T-SQL), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), Visual Studio (ASP.Net, VB, C#), Microsoft Fabric (including Power BI) and Google Cloud Platform (including BigQuery)

Undertake a variety of data engineering and data management tasks, using industry standard and locally developed software applications to support the Trust's information requirements.

To act as Subject Matter Expert (SME) for multiple locally developed systems, and Trust software solutions.

Close liaison with other team leaders within the Data Management function and wider IT department and active contribution to the successful running of the overall department will be expected from the post holder.

Confidently and effectively communicate with users of the Trusts Information Systems across all levels of the organisation, conveying the complex and multi-faceted aspects of Data Engineering in a clear, concise and easily consumable way to facilitate improved understanding and learning.

Be able to articulate and translate complex technical information and data concepts in a way that is appropriate to users with different levels of digital/data literacy and technical capability in relation to the developments and activities required to reach an effective, efficient solution to the problems at hand, negotiating priorities and delivery timescales with customers and other IT function leads as required.

Establish and develop effective relationships with external system suppliers, negotiating on priorities and delivery for support and development.

Represent the Data Engineering function in senior forums and meetings relating to major programmes including EPR & SDP.

Deputise for the Head of Data Management where required.

Analyse and investigate system errors and unplanned downtime for root causes, making recommendations on remedial actions and implementing required changes to prevent recurrence.

Translate user requirements into actionable data engineering proposals, making recommendations as to best approach to achieve the desired outcome and negotiating timescales.

Ability to manage and prioritise own and team workload within given timescales in partnership with customer deadlines and operational needs, prioritising highly complex competing demands from multiple concurrent projects, business as usual activities and the tehnical requirements involved with all elements, ensuring plans are produced and managed to make best use of available development resource and reduce overlap between projects.

Provide senior leadership for the delivery, resilience and continuous improvement of the Trusts data platforms, ensuring they effectively support reporting, analytics and information requirements arising from the EPR and SDP programmes.

Lead the design, development and optimisation of data pipelines and data warehouse solutions to ensure EPR data is processed, integrated and made available in a timely, accurate and consistent manner to support clinical care, operational performance and statutory reporting.

Ensure data engineering services are delivered in line with agreed priorities, standards and governance arrangements, maintaining a strong focus on data quality, information assurance and compliance with NHS data standards and information governance requirements.

Able to work methodically and logically on own initiative with minimum supervision.

Create User Guides and training plans for newly developed applications and reporting solutions.

Contribute towards planning of the Trusts IT & Data Strategies.

Fully exploit opportunities to streamline existing processes by making recommendations for change through advances in programming and database technologies.

Own, author, implement and maintain departmental policies and standard operating procedures, making changes to reflect newly developed applications and reporting solutions.

Keep up to date with newly issued ISB directives, determining required changes to existing systems to ensure full compliance with their requirements.

Responsible for the proper use of developed data engineering and reporting solutions.

Develop, implement and support the database elements of NHS trust software solutions using Microsoft SQL Server and other database oriented tools and technologies.

Design, develop, and implement processes and solutions to allow the collection, collation and presentation of information that deliver effective solutions to the business needs of the Trust.

Support the delivery of strategic development of designated Trust information and clinical applications and reporting systems, including systems analysis and design.

Assist in the design and development of key systems that extract information from appropriate data sources as required, using own judgement as to appropriate methods of extraction, manipulation and presentation.

Ensure systems are tested for accuracy, performance, data quality and resilience.

Adopt new methodologies, languages and technologies for existing and new solution delivery.

Develop new information flows to support the Service Line Reporting (SLR), Patient Level Costing (PLC) and National Costs Collective (NCC) requirements of the Trust, and to allow intelligent linkage between information held on disparate systems across the Trust, ensuring accuracy, completeness and timeliness of data flows.
