Building Safety Manager

In particular, the post holder will be expected to:

Be aware of the safety features of the building, and anyriskson the premisese.g.,high risk materials/substances/processes/equipment, or other issues identified in the building fire risk assessment.

Co-ordinate the building emergency procedures.

Liaise with the Trust Fire Safety Officer,Health,and SafetyTeam, and with other occupants in a multi-occupancy building, to ensure a safe working environment.

Be aware of the activities of building occupants, and of any proposals to make changes to the building (e.g.,extensions, alterations, refurbishment, change of use).

Ensure that any local procedures are communicated and understood byallstaffworking in the building

Ensure that there are arrangements for the control and regular safety inspection of all areas of the building.

Ensure thatadequatelytrainedFire Marshalls are available for thebuilding and ensure that enoughFireMarshalls areavailableon a daily basis.

Ensure staff are aware of local fire procedures, including out hours working environments

Ensure checks are in placedailyto ensureFireexit routes are alwayskeptclearand free from obstructions

EnsureFireMarshallsfor all departments on site have been identified and understand their role in the event of a fire alarm activation

Take the lead in the event of fire alarm activation, coordinate with FireMarshallsto ensure sweep and search of the building is complete and the building is clear and liaise with the fire brigade (if on site).

Ensure that adequate numbers of staff within the building are trained in fire prevention/ awareness andfirefightingtechniques, that enough fire Co-OrdinatorsandFireMarshalls areappointed, and that emergency drills are undertakene.g.,fire drills.

Ensure that there are staff available, at all reasonable times, trained in the use of Evacuation chairs (if relevant)

Ensure Personal Emergency Evacuation Plans (P.E.E.P) are provided for people who cannot get themselves out of a building unaided

Familiar with the basic functions of the fire alarm panel e.g. silencing and resetting

Ensure departments located on site have an appropriate local induction of staff which is delivered for new staff or existing members of staff transferring to the building

Ensure that the Fire and Health and Safety checklists sent out by the Health and Safety department are completed by a competent person, and that actions arising from the checklists and from Fire Risk Assessments undertaken by the Trust Fire Safety Officer are closed out.

Provide support to Estates by assisting in routine testing of fire alarms, emergency lighting, and other safety equipment. Note: This will vary from building to building, depending on the type of systems installed.

Maintain the Fire Risk Assessment and accompanying action plan, action identified deficiencies which local management can resolvei.e.,blocked fire exits, wedged fire doors from the Fire Risk Assessment.

Ensure that adequate numbers of First Aiders are appointed within the building and that there is contact information readily available to staff, patients, visitors etc.

Ensure any first aid resource (held outside designated clinical areas) is maintained and up to date

Monitor and instruct maintenance staff and contractors on the premises (insofar as their activities might impact upon staff and patients), including checking that they have authorisation to start work, and advising them of any special risks within the premises.

Ensure that changes to the building or changes of use are notified to, and agreed with, the appropriate competent or professional staffe.g.,Trust Fire Safety Officer and Estates.

Ensure that any security systems (building locking/unlocking procedures, swipe card systems etc) are effective in maintaining an appropriate level of security without compromising the buildings fire safety measures

Report any breaches of the fire safety arrangements by tenants (where relevant) to Estates for their further investigation.

Investigate incidents,accidents,andwork-relatedill health (where related to the building, and report through DATIX.

Co-ordinate the preparation of risk assessments for building related issues and common areas

Co-operate with Estates contractor to ensure that all equipment within the building is presented for its yearly PAT testing.

Co-ordinate the provision of information to Estates Capital Projects team on residual risks from processes carried out in any areas to be refurbished.

To facilitate a regular Buildings meeting comprising all building stakeholders as and when required

To act as a Green Champion for the building, promoting efficient use of energy and utilities e.g. turning lights and equipment off when not in use, monitoring heating / ventilation levels
