Reporting to the Directorate Manager, the post holder is expected to contribute with the senior management team to ensure operational plans and performance are closely managed, by proactively leading and providing solutions to resolve difficult operational issues, in accordance with agreed University Health Board objectives, targets, quality standards and resource constraints, promptly escalating issues which are unable to be resolved.
The Service Manager will have managerial experience in leading teams, and will possess leadership skills to deal competently with difficult issues ensuring that policy is implemented and performance managed on behalf of the Directorate senior management team.
The post holder will support the Directorate Manager and Clinical Director, to provide strategic direction taking lead responsibility for certain operational aspects of business, financial, activity and performance management.
Working closely with the senior management team, the Service Manager will develop and implement the Integrated Medium Term Plan and operational strategies, ensuring that systems and processes are in place to comply with relevant legislation and governance requirements.
Responsible for ensuring that their teams continually deliver improvements to patient services and staff working practices aligned to the principles of Values Based Healthcare.

Qualifications/Knowledge
Essential
- Educated to Master's Level in relevant subject, or possess equivalent skills, knowledge and experience in administration/management.
- Management qualification or demonstrable management skills including effective people management including performance management and development.
- Demonstrable understanding of service improvement, evaluation and redesign.
Desirable: - Project Management qualification e.g. PRINCE2.
Experience
Essential
- Significant experience within a NHS environment or complex organisation.
- Experience of analysing and interpreting information to identify and manage variances in performance and identifying solutions to deliver improvement.
- Experience of business planning.
Skills and attributes

- First class interpersonal skills with ability to gain and sustain credibility with clinicians/managers
- Skilled in influencing and persuading others.
- Able to prioritise and manage the ongoing work of services and/or projects.
