Serve as the HIW Registered Manager, maintaining full
compliance with the Independent Health Care (Wales) Regulations 2011 and National
Minimum Standards

Lead, inspire and develop a skilled workforce across
nursing, support, administration and ancillary teams
-
Embed robust clinical governance, safeguarding, quality
assurance and risk management frameworks
-
Oversee a flexible staffing model supporting five wards
including Low Secure, Acute Care, Locked and rehabilitation environments

Champion the Active Offer principle ensuring Welsh
language services are proactively available
-
Manage budgets, rosters and resource allocation
efficiently
-
Act as the primary point of contact for HIW,
commissioners, families and external stakeholders
-
Drive continuous improvement through audit, patient
feedback and staff development
1. Regulatory and HIW Compliance
-
Act as the HIW Registered Person, maintaining full
compliance with the Independent Health Care (Wales) Regulations 2011, National
Minimum Standards, and all conditions of registration.

Ensure the hospital is inspection-ready at all times
and lead preparations for, and responses to, HIW inspections, including the
development and timely completion of action plans.

Maintain the Statement of Purpose and ensure all
services are delivered in accordance with the registered purposes.
-
Ensure robust systems are in place for the notification
of incidents, deaths, and other notifiable events to HIW within statutory
timescales.
2. Clinical Leadership and Governance
-
Provide visible clinical and professional leadership
across all five wards, ensuring care is safe, effective, person-centred, and recovery
focused.
-
Ensure all patients have up-to-date, individualised
Care and Treatment Plans (CTP) that meet the requirements of the Mental Health
(Wales) Measure 2010 and associated regulations.
-
Lead the clinical governance framework, including
clinical audit, incident investigation, root cause analysis, and the
development of learning and improvement plans.
-
Ensure robust risk management systems, including the
maintenance of the hospital risk register and escalation of significant risks
to the Responsible Individual.
-
Oversee the implementation of evidence-based
therapeutic interventions and ensure the hospital maintains a culture of least
restrictive practice and positive risk-taking.
-
Chair or participate in weekly Multi-Disciplinary Team
meetings, CTP reviews, Care Programme Approach (CPA) meetings, and Mental
Health Review Tribunals as required.
3. Welsh Language and Cultural Requirements
-
Champion the Active Offer principle, ensuring that
Welsh-speaking patients and their families are proactively offered services in
Welsh without having to request them.

Ensure compliance with the Welsh Language Standards
(No. 1) Regulations 2015 and the hospital's Welsh Language Policy.
-
Work with the Provider to develop and implement a Welsh
Language Skills Strategy, including recruitment, training, and workforce
planning to increase Welsh language capacity.
-
Ensure all patient-facing documentation, signage, and
communication materials are available bilingually in accordance with Welsh
Language Standards.
4. Financial and Resource Management
-
Manage the hospital budget, ensuring financial
viability while maintaining safe staffing levels and high-quality care.
-
Develop and deliver robust business plans and service
development proposals in line with the strategic direction of the Provider.
-
Ensure accurate and timely recharging for placements,
enhanced observations, and additional services.
-
Provide weekly Key Performance Indicator data and
financial reports to the Provider as required.
-
Optimise the use of resources, minimising reliance on
agency staff through effective recruitment, retention, and workforce planning.
5. Human Resources and Workforce Development
-
Provide strong, visible, and motivational leadership to
all staff groups, acting as a role model for the values of the organisation.
-
Lead recruitment and retention initiatives to attract
and retain high-calibre staff, including the development of a positive
workplace culture.
-
Ensure all staff receive regular supervision, annual
appraisals, and have Personal Development Plans in place.
-
Manage performance, absence, and disciplinary matters
in accordance with hospital policies and employment legislation.
-
Ensure all professional staff maintain valid
registration with the NMC, HCPC, or other relevant regulator and support
revalidation processes.
-
Oversee the delivery of a comprehensive mandatory and
statutory training programme for all staff.
6. Mental Health Act and Mental Capacity
-
Ensure full compliance with the Mental Health Act 1983
(as amended), the Mental Health (Wales) Measure 2010, and the Mental Capacity
Act 2005, including the Deprivation of Liberty Safeguards (DoLS) where
applicable.

Maintain up-to-date knowledge of the Mental Health Act
Code of Practice for Wales (2016) and ensure all staff are trained and
competent in its application.

Act as the hospital's lead for Mental Health Act
administration, ensuring statutory documentation is accurate, timely, and
compliant.
7. Policies, Procedures and Service Development
-
Lead the development, review, and implementation of
hospital policies and procedures, ensuring they remain up to date with national
guidance, legislation, and best practice.
-
Ensure all policies are equality impact assessed and
available bilingually where required.

Contribute to the strategic development of the
hospital, identifying opportunities for service improvement and innovation.
8. On-Call, Business Continuity and Out-of-Hours
-
Participate in the hospital's on-call rota, providing
senior management cover out of hours.
-
Ensure robust business continuity plans are in place,
regularly tested, and updated, including arrangements for severe weather and
other emergencies.

Be prepared to attend site out of hours to support
staff and maintain safe service delivery during unplanned absences or
incidents.

Qualifications
Essential
- Current professional registration with the NMC, HCPC, or Social Work Wales.
- Level 5 Diploma in Leadership for Health and Social Care (or equivalent), or a willingness to achieve this qualification within an agreed timescale.
- Substantial post-registration experience in mental health inpatient or acute settings, with demonstrable experience at a senior leadership level.
- Proven experience of leading and managing regulated health or social care services, with previous HIW registration experience highly desirable.
- Thorough working knowledge of the Independent Health Care (Wales) Regulations 2011, National Minimum Standards, and HIW inspection frameworks.
- Strong financial, operational, and people-management skills, with experience of managing budgets and workforce planning.
- Excellent communication, interpersonal, and leadership skills, with the ability to inspire and motivate a large multi-disciplinary team.
- Demonstrable commitment to the Active Offer principle and Welsh language services.
- Full understanding of the Mental Health Act 1983, Mental Health (Wales) Measure 2010, and Mental Capacity Act 2005.
- Enhanced DBS clearance (or willingness to obtain prior to commencement).
Desirable
- Experience of developing new services or leading significant service improvement programmes.
- Welsh language skills (or a clear commitment to develop Welsh language skills).
- Management or leadership qualification at Level 7 or equivalent (e.g., MSc, MBA, or Postgraduate Diploma).
- Previous experience of supporting or leading HIW inspections and regulatory processes.
- Experience of working within Low Secure or locked rehabilitation environments.
