Working as part

of an emerging organisation to provide a high-quality, comprehensive and

pro-active HR function to support the delivery of the aims and objectives of

Norfolk Primary Care.

Responsible for

overseeing the entire span of the employee lifecycle within NPC in an efficient

and timely manner. Act as the first point of contact for managers and

colleagues to offer advice on all HR Policies and answer any queries.

Support

management with administrative tasks as necessary. Delivering excellent

customer service in person, online and via telephone to all stakeholders

(visitors, managers, and colleagues) whilst maintaining a positive and friendly

image.

Support the

People mission to recruit, develop and maintain a skilled workforce who feel

motivated and valued in order to be a leading force in health and care

innovation and delivery.

HR Administrator Key Tasks

  • Recruitment

administration including seeking recruitment authorisation, posting of adverts

on relevant job boards, identifying potential interview candidates and liaising

with the Recruiting manager to arrange interviews.

  • Onboarding

administration including Immigration and Right to Work document checks.

Occupational Health assessments, reference documentation, professional

registration checks, offer letters, contract documentation

  • Coordinate

and participate in the induction of new staff.

  • Organise

resources required for new employees to include IT, mail access and equipment

as required.

  • Answer

first line employee and management employee relations queries, in line with

policies and procedures.

  • Maintain

HR database, TeamNet, of all staff including all documentation required to

provide high level assurance together with updating distribution lists

  • Probationary

and annual appraisal documentation including training plans.

  • Administer

the sickness absence process including tracking and monitoring sickness

absence.

  • Calculate

and maintain annual leave records including TOIL.

  • Upkeep

of electronically stored personnel records including archiving for leavers

using the Records Retention policy guidance.

  • Maintain

the mandatory training schedule with reminders to employees and manager

regarding overdue training.

  • Conduct

ongoing professional checks and DBS rechecks where necessary

  • In

conjunction with the Corporate Governance and Communication Lead to assist with

the ongoing development and distribution of all policies and procedures.

  • Develop

and maintain systems as required to support HR projects

  • Understanding

when analysis, queries and ER cases nee to be escalated to the People Manager

  • Ensure

all new starter information, leaver information and change documentation is

added to the Payroll portal within deadlines prescribed by Finance.

  • Note

taking to support the People Manager during ER cases

  • Ensure

all duties are carried out in line with:

  • HR Policies and Procedures
  • Current legislation
  • Best Practice
  • Data Protection Act
  • CQC Requirements

Office Administration Key Tasks

  • Provide

support to the Assistant Directors when needed

  • Communicate

with relevant stakeholders as necessary.

  • Arrange

meetings by scheduling appropriate meeting times, booking rooms.

  • Assist

in planning and arranging events, including organising catering.

  • Answer

phone calls and transfer them as necessary.

  • Photocopy

and file appropriate documents as needed.

  • Attend

workshops and conferences when requested.

  • Respond

to internal and external queries independently using own initiative and in a

friendly manner.

  • Provide

a reception function for NPC to deal with callers and visitors in a timely and

professional manner.

Qualifications

Essential

  • Educated to NVQ Level 3 in a relevant subject or equivalent previous proven experience.
  • 5 GCSEs at Grades A-C, including English (or equivalent).

Desirable

  • Evidence of Continuing Personal Development.

Experience

Essential

  • Experience of working with administrative practices and procedures.
  • Experience of using and maintaining databases/spreadsheets and using advanced functions of Microsoft Office software.
  • Experience of dealing with the public.

Desirable

  • HR Administrator experience.
  • Experience using TeamNet.
  • Experience of working in Primary Care.
