The
successful candidate will be a Director of the NHS West Yorkshire Integrated
Care Board (WY ICB) and will help set the tone in our system, which is built on
a partnership between the NHS, local government, Healthwatch, hospices, the
voluntary, community and social enterprise sector, and communities.
As
Executive Director of Finance you will be accountable for ensuring the ICB has
a coherent and well managed approach to finance, contracting and procurement,
and business planning and delivery, supported by effective and efficient
systems and processes that operate in line with best practice, and ensure that
finances are used in support of quality, safety and improved outcomes.
In this role you will be
required to develop and deliver a financial strategy that supports the
development and delivery of the strategy and joint forward plan of the ICB,
ensuring this reinforces the organisations strategic
objectives and takes account of the strategies of
all relevant partner organisations of the Integrated Care System.

Qualifications
Essential
- Qualified accountant with full membership and evidence of up-to-date continuing professional development.
Other
Essential
- Extensive knowledge of the health, care and local government landscape and an understanding of the resourcing implications related to the social determinants of public health.
- Current evidence and thinking on practices which reduce health inequality, improve patient access, safety and ensure organisations are Well Led.
- In depth knowledge of health and care financial planning and budgeting, including approaches to incentives in support of quality.
- A strong commitment to patient care and quality services, improving outcomes, tackling health inequalities, and delivering the best value for money for the taxpayer
- High level of emotional intelligence
- Highly resilient with the ability to cope under pressure

Experience
Essential
- Substantial Board level leadership experience and system leadership experience within a regulatory or similar environment is essential.
- Substantial experience in audit and good governance.
- Experience of managing highly sensitive situations with stakeholders.
- Experience of managing relationships with the media and political stakeholders.
- Experience of providing financial leadership, mentorship, and professional development at a very senior level with demonstrable outcomes.
Desirable
- Experience of utilising health economics experience in a relevant role/setting and/or a relevant qualification.
