You will plan, coordinate and deliver operational readiness required for the move to the new Velindre Cancer Centre, including:

  • Develop, implement and monitor service readiness plans, ensuring clear milestones, ownership and assurance arrangements are in place.
  • Work collaboratively with clinical, nursing, operational and corporate teams to support the design and implementation of future service models and pathways.
  • Support pathway review, redesign and testing to ensure services are ready to operate effectively within the new Velindre Cancer Centre.
  • Lead multidisciplinary workstreams and task groups, ensuring delivery against agreed objectives and timescales.
  • Identify, manage and escalate risks, issues and dependencies, supporting the development of effective mitigation plans.
  • Support planning for dual running and service continuity, ensuring patient safety, quality and operational resilience are maintained throughout transition.
  • Analyse and interpret complex activity, workforce, performance, quality and financial information to support decision-making and service planning.
  • Develop business cases, option appraisals, reports and recommendations for senior leaders and governance groups.
  • Support quality improvement, governance and assurance activities, ensuring readiness plans align with national standards and organisational requirements.
  • Build effective relationships with stakeholders across the organisation.

Qualifications and Knowledge

Essential

  • Educated to Master's level or equivalent significant experience.
  • Evidence of senior management level continuing professional development.
  • Specialist knowledge of clinical service management, cancer pathways or healthcare service delivery.
  • Clinical, nursing, AHP or operational management background relevant to cancer services.
  • Understanding of NHS operational, planning, performance and governance frameworks.
  • Understanding of clinical service readiness, transition planning, dual-running risks and post-move stabilisation.
  • Understanding of quality, safety, patient experience and clinical governance in healthcare.
  • Understanding of cancer pathways and national cancer standards.

Desirable

  • Project management qualification or equivalent experience, for example PRINCE2, MSP or Agile.
  • Quality improvement, Lean or equivalent improvement qualification.
  • Knowledge of OECI accreditation and designation requirements, peer review processes and specialist cancer centre quality principles.

Experience

Essential

  • Substantial senior management experience in a complex healthcare environment, with responsibility for delivery across multiple services, pathways or professional groups.
  • Demonstrable experience of leading large-scale service change, mobilisation or transformation from design through implementation and benefits realisation.
  • Experience of exercising autonomy, making recommendations on complex problems and providing authoritative advice to senior clinical and executive stakeholders.
  • Experience of leading multidisciplinary or matrix teams, managing performance and delivering through others across organisational boundaries.
  • Experience of developing policies, operating procedures, governance frameworks or service standards with impact across more than one service area.
  • Experience of managing risks, issues, dependencies and assurance within formal programme or corporate governance arrangements.
  • Experience of analysing complex activity, workforce, finance, quality and performance data to support decisions, option appraisal and improvement.
  • Experience of budgetary, delegated resource or business case responsibility, including demonstrating value for money.
  • Experience of working in cancer services, oncology pathways or another comparably complex specialist clinical environment.

Desirable

  • Experience of managing complex services, pathways or operational interdependencies.
  • Experience of supporting service mobilisation, hospital move, dual running or new facility commissioning.
  • Experience supporting digital, workforce, patient flow, access or clinical pathway transformation.
  • Experience of working within a programme, PMO or project governance structure.
  • Experience of contributing to peer review, accreditation, OECI, quality assurance or specialist cancer centre development activity.

Essential

  • Strong understanding of recognised service improvement and transformation methodologies and their application in healthcare.
  • Knowledge of NHS operational planning, performance improvement and governance arrangements.
  • Knowledge of cancer pathways, national cancer standards and the operational pressures within specialist cancer services.
  • Understanding of service readiness, transition planning, dual-running risks and post-move stabilisation requirements.
  • Understanding of risk, issue and dependency management within programme governance.
  • Understanding of how OECI standards and indicators can support evidence-based readiness, quality assurance, patient-centred pathway improvement, benefits monitoring and organisational learning.
