CHP is looking for a Senior Procurement Business Partner to help lead a centre-led, compliant and strategic procurement service across the organisatio...

You will provide senior procurement and commercial advice, assurance and constructive challenge to stakeholders, procurement practitioners and the wider Procurement Team.

You will manage, oversee and assure complex, higher-value and above-threshold procurement activity, including procurements delivered through public buying organisation frameworks and procedures under the Procurement Act 2023. Using procurement data, market intelligence, supplier insight and stakeholder requirements, you will lead category activity for allocated spend areas and develop evidence-based strategies, sourcing plans and improvement opportunities that deliver value for money, manage risk and support sustainable outcomes.

As a senior member of the Procurement Team, you will provide technical guidance, mentoring and quality assurance to Procurement Business Partners, act as an escalation point on complex procurement and governance matters, and support the Head of Procurement in delivering team priorities. You will build influential relationships with internal and external stakeholders, promote continuous improvement and help embed procurement standards, sustainability and social value across CHP.

This role is central to strengthening procurement capability across CHP and ensuring procurement activity supports good governance, value for money, risk management and sustainable outcomes.

Qualifications

Essential

  • MCIPS qualified (or working towards) or equivalent degree/diploma or procurement experience

Desirable

  • PA23 Advanced Practitioner Accreditation

Experience

Essential

  • Significant experience of leading complex, high risk, contentious or strategically significant procurement activity, including above regulatory threshold procurements
  • Demonstrable experience of interpreting and applying public procurement regulations, central government spend controls, governance requirements and approval routes in a complex stakeholder environment
  • Experience of analysing procurement data, spend, pipelines, supplier markets and performance information to identify risks, opportunities, and informed decision making
  • Experience of category management, contract management, supplier relationship management and developing evidence-based category, sourcing or procurement strategies
  • Experience of providing procurement assurance and quality review or oversight of procurement activity undertaken by others
  • Experience of influencing and constructively challenging senior stakeholders
  • Experience of managing and developing staff
  • Experience of identifying and implementing service improvements

Desirable

  • Experience of line management, coaching, quality assurance or leading others to deliver consistent procurement outcomes
  • Understanding of government procurement policy
  • Understanding of sustainable procurement including delivery of social value outcomes
