Job description

Barnsley is expanding its children’s residential offer as part of the Children in Care Sufficiency Strategy 2026 to 2030, opening three new homes to give more of our children in care a home in Barnsley rather than an out of area placement. 

We’re recruiting our first Registered Manager to lead one of these homes from the ground up, the first of three appointments across the programme. You’ll be closely involved in getting the service ready to open, not just running it once established, and your experience will help shape how the other two homes are set up as they follow. 

What you’ll be doing 

You’ll provide leadership and overall management of the home, ensuring it meets all standards and legislative requirements including The Children's Homes (England) Regulations. You’ll develop the staffing rota, recruit your team in line with safe recruitment practice, and manage staff through regular supervision, PDRs and training. You’ll produce and implement the home’s service plan, manage the home's budget, and make sure record-keeping systems are in place and properly maintained. 

You’ll represent the service in internal and external settings, build working relationships with other agencies and the local community, and participate in planning meetings and case reviews, including chairing them and preparing reports where needed. You’ll report to the Service Manager for the residential portfolio, alongside the teams developing the other two homes, so there’s genuine scope to influence how the wider service takes shape. 

What we’re looking for 

A Level 5 Diploma in Leadership and Management in Residential Childcare (or equivalent), or a commitment to work towards this. 

Substantial experience working in a social care setting with children and young people, including at management level within a residential setting 

Experience managing and supervising staff, and managing budgets 

Experience working in partnership with other agencies, children, young people and parents 

Experience managing change in the work environment 

Sound knowledge of the SCCIF and relevant legislation, national policy on looked after children, and Ofsted requirements for residential care 

Knowledge of safeguarding policies and procedures, and of children and young people’s developmental and emotional needs 

Why this role 

You’d be the first Registered Manager on a new programme, with real input into how the home operates rather than fitting into something already fixed. It’s a chance to build a team and a service around the children who’ll live there, and to help set the standard the other two homes follow.
