Support the Associate Director of Capital Development in delivering the Trust's Capital Programme and major revenue projects.Manage construction, engineering, refurbishment and compliance projects from inception to completion.Develop project briefs, feasibility studies, specifications and contract documentation.Support business case development and provide technical advice on service improvements and estate developments.Procure and manage consultants, contractors and suppliers in line with Trust policies and procurement procedures.Monitor project budgets, authorise payments and maintain effective financial control.Deliver projects to agreed quality, cost and timescale objectives.Ensure compliance with NHS guidance, statutory legislation, Building Regulations, Fire Safety and Health & Safety requirements.Incorporate backlog maintenance, compliance and sustainability priorities into projects.Evaluate tenders and support contractor and consultant appointments.Liaise with clinical services, Estates, Finance, Procurement, consultants and regulatory bodies.Provide specialist advice on construction, engineering and Estates-related matters.Prepare project reports, progress updates and technical recommendations for stakeholders.Maintain accurate project documentation, drawings and project records.Deputise for the Associate Director of Capital Development and represent the department at meetings when required.

Qualifications

Essential

  • Educated to Degree level or equivalent level of experience of working within a project support environment.

Desirable

  • IOSH Healthcare (Risk & Safety Management)
  • Project management qualification

Experience/Knowledge

Essential

  • Significant Experience and knowledge of project management in building construction.
  • In depth experience in design, specification and negotiation of construction projects, Capital project management and administration of construction contract matters.
  • In depth knowledge of NHS project management including procurement routes, and business case development.
  • Health service Capital investment and procurement procedures.
  • A thorough understanding of fire prevention, building construction and services, fire safety legislation, Codes of Practice and Building Regulations.
  • An understanding of the risk management process.

Desirable

  • Experience of working within a Healthcare environment
  • Leading and influencing in challenging circumstances

Skills

Essential

  • Excellent numeric and analytical skills
  • Highly developed problem-solving skills and ability to respond to sudden unexpected demands
  • Ability to analyse complex facts and situations and develop a range of options
  • Able to manage conflicting demands of departmental and corporate priorities
  • Excellent organisational skills and prioritising skills.
