The Operations Manager will support and assist in developing the strategic direction for services within their portfolio, working with the General Manager and or the Directorate Manager to influence the strategic direction for the directorate to deliver safe and effective patient services.

The Operations Manager will be responsible for the day to day management of the services within their portfolio, supporting the development of business plans in line with performance frameworks to meet the constitutional standards.

The Operations Manager will contribute and support the governance structures within the Directorate to cover health and safety and risk management. Working with the clinical and nursing staff to ensure robust clinical governance is in place at service level.

The Operations Manager will lead and support job planning for services within the portfolio.

The Operations Manager will provide visible leadership across the services within their portfolio, being the first point of escalation for any deviation to plan, quality measure or financial key performance indicators.

The postholder may be required to deputise as required.

The postholder will be required to be included in the Trust's on call management rota.

The postholder may be asked to work at other sites within the George Eliot Hospital NHS Trust and South Warwickshire University Hospital NHS Foundation Trust or one of the associated community locations as required.

Performance Management

To support and assist the Directorate Triumvirate in ensuring robust performance management systems are in place for the services within their portfolio.

To provide day to day management of services within their portfolio against the constitutional standards, reporting to the Directorate Triumvirate.

To attend on behalf of the directorate weekly performance meetings, being able to articulate performance levels, reason and mitigation for deviances against plan and national standards.

To analyse and interpret data from various sources into effective knowledge management which drives the activities of the services within their portfolio.

To provide leadership to service managers so they are aware of specific standards/ targets that they are responsible for delivering and provide support to each manager to ensure safe and effective delivery of them.

To support with the management and delivery of clinical services, management of clinical risk and health care governance for the services within their portfolio, escalating to the Directorate Management team and concerns or possible risk.

To ensure effective and optimum utilisation of resources within the services within their portfolio.

To develop and implement business plans to ensure all services within their portfolio can respond to patients needs throughout the year.

Strategic Development

To work collaboratively with services within their portfolio to identify key activities for service improvement and business development. To inform the Directorate Triumvirate of service plans so that they can be included in the business planning cycle and budget setting.

To support the development and delivery of business opportunities for services within their portfolio that maintain, support and enhance the delivery of high-quality services, including new and existing opportunities for income generation.

To support and take the local lead with services within their portfolio for service redesign with the multidisciplinary service team, supporting service managers to confidently design and implement service changes to meet the national and local priorities and to improve patient care.

To work with the Directorate Triumvirate to inform and contribute to the strategic planning that will support development of the Directorate planning and priorities.

To develop effective partnerships with clinical teams and an environment in which all service staff have the opportunity to be involved and influence the management, planning and development of services.

Financial Responsibilities

To work with the directorate management and service leadership to establish a strategic direction that will provide a base for business planning and reflects the local and national priorities.

To support and assist the directorate management to lead the speciality multidisciplinary team in the management of budgets, reporting to the Directorate Triumvirate to ensure services are delivery cost effectively and productivity is maximised.

To maximise income opportunities available to the service within their portfolio to ensure business cases are developed to sustain and transform services in line with local and national priorities. To inform the directorate business planning.

To ensure all assets within the services within their portfolio (buildings, land and equipment) re utilised efficiently and effectively. To inform and support the Directorate Triumvirate to ensure the service needs are reflected in the Trust capital plans.

To support with the strategic business, workforce and financial plans for the services within their portfolio, informing on and assuring the Directorate Triumvirate that such plans are in line with local and national priorities.

To support the speciality in the development of services to meet the national agenda of providing patient care locally by working with primary and third sector providers.

Leadership and Workforce

To provide leadership, direction and development to ensure the skills and capabilities of the services are effectively utilised to maximum potential of the individuals.

Working with the Directorate Triumvirate assist with the development of a workforce that is fit to the deliver local and national priorities and to improve the care and experience pf patients and carers.

Lead on the development of services within their portfolio workforce plans to ensure effective utilisation of the workforce with appropriate skill mix levels in all the services.

To support with the development of consultant job plans, ensuring a robust process is in place to agree and monitor job plans. To ensure consultant job plans reflect clinical commitments and Trust objectives.

Working with the services to ensure that effective arrangements are established and maintained to engage medical and other clinical professionals in the planning of clinical and non-clinical services.

To ensure good HR practices are adhered to within the services, including workforce strategies, training and annual appraisals, monitor sickness levels , identifying areas where we can reduce sickness.

Qualifications

Essential

  • Educated to Degree level of equivalent
  • Post graduate level qualification or equivalent extensive experience
  • Specialist knowledge and detailed understanding of national priorities and developments

Experience

Essential

  • Relevant and proven experience in managing a service
  • Relevant and proven experience in improving services
  • Experience in managing teams and individuals, including across multi site services
  • Experience in liaising with finance departments, and commissioning bodies
  • Experience of financial budget ownership
  • Experience in contract performance management, including SLAs
  • Experience in compiling and ratifying standard operating procedures (SOPs)
  • Evidence of developing quality assurance systems and procedures
  • Dissemination of complex information to internal and external stakeholders
  • Analysing practices and implementing policies to improve outcomes.
  • Preparing and delivering formal presentations
  • Allocation of tasks and projects to others and supervision of outcomes

Skills
