The successful candidate will be
responsible for the operational management and improvement of car parking
services across Trust sites, ensuring arrangements are safe, effective,
customer-focused and appropriately controlled.
A key focus during the interim
period will be to review existing car parking arrangements, strengthen
operational controls and develop a fair, transparent and evidence-based
approach to the allocation and management of staff parking.
Main duties of the role
Provide day-to-day operational leadership and oversight of
car parking services across Trust sites.
Ensure parking facilities, systems and processes are safe,
efficient, compliant and customer-focused, including ANPR, barriers, payment
systems and permits.
Review and and make recommendations to strengthen existing
parking arrangements and operational controls, identifying and resolving issues
such as congestion, inappropriate parking and infrastructure faults.
Lead a comprehensive review of staff parking eligibility,
prioritisation and permit allocation, developing a fair, transparent and
evidence-based approach.
Establish robust processes for parking applications,
renewals, waiting lists, appeals and contractor/third-party parking.
Analyse parking capacity, utilisation, demand, complaints,
appeals and enforcement data to inform operational decisions and identify
improvement opportunities.
Work collaboratively with Trust teams, staff
representatives, contractors, parking providers and other stakeholders to
improve parking provision and the experience of patients, visitors and staff.
Report against established performance measures, and develop
an improvement plan, with clear actions, responsibilities and timescales.
Ensure effective governance, compliance, financial
oversight and risk management, including policies, procedures, contracts and
relevant NHS car parking requirements.
Support the Facilities Manager in developing recommendations for improving parking
availability and utilisation, including sustainable travel options, and
establish a sustainable operating model beyond the interim appointment.
Where available, visa sponsorship is subject to the role meeting the Home Office Skilled Worker eligibility requirements. This includes, but is not limited to, the role being eligible for sponsorship and meeting the applicable salary threshold and other immigration requirements. Eligibility for sponsorship will be assessed in line with current Home Office guidance.

Experience
Essential
- Significant experience of managing complex operational services, such as car parking, transport, facilities or estates, including services delivered across multiple locations.
- Experience of reviewing and improving operational processes, systems and controls, using data and performance information to identify improvements and inform decision-making.
- Experience of managing competing stakeholder requirements and resolving complex operational issues within a large or complex organisation.
- Experience of developing and implementing policies, procedures, performance reporting and operational controls.
- Experience of leading projects or service improvements and delivering agreed outcomes within defined timescales.
- Experience of working independently, managing competing priorities and exercising appropriate operational judgement.
Desirable
- Experience of car parking management within the NHS, healthcare or another complex public-sector environment.
- Experience of ANPR, parking permit and enforcement systems.
- Experience of managing external parking contracts/providers and working with local authorities or transport providers on parking or sustainable travel initiatives.
Special Skills & Knowledge
Essential
- Strong analytical, organisational and project management skills, with the ability to use data to support decision-making, prioritise effectively and deliver improvements within agreed timescales.
- Excellent communication, interpersonal and stakeholder-management skills, with the ability to communicate sensitively and effectively with staff, patients, visitors, contractors and senior managers.
- Ability to analyse complex operational issues, identify risks and inefficiencies, and develop practical, evidence-based solutions.
- Ability to work independently, exercise sound judgement and manage competing demands within a complex operational environment.
- Good understanding of health and safety, risk management, governance, compliance and operational controls.
- Ability to develop clear reports, recommendations, policies and procedures for a range of audiences.
Desirable
- Knowledge of NHS car parking principles and relevant parking legislation, guidance and codes of practice.
- Knowledge of ANPR, parking permit and enforcement systems and/or sustainable travel initiatives.
- Understanding of contract/provider management and working with local authorities or transport providers.
Qualifications
Essential
- - Relevant professional qualification or equivalent level of knowledge and experience.
Desirable
- - Relevant qualification or training in health and safety, risk management, facilities/estates management or a related field.
