Highly visible individual; key in ensuring standards of care for all patients and the safe, effective and efficient utilisation of resources.

Building strong and cohesive working relationships with the Clinical Leads and Matrons for areas of responsibility.

Line management responsibility for a range of administration staff.Responsibility for the operational delivery aspects of delegated divisional areas.

Supporting the GM, Clinical Leads and Matron in formulating strategic direction of services.

Accountable for service delivery and the associated operational issues.Deputise for the GM.

Facilitate performance and service improvement policies and implement them.

Manage the resources with the aim of improving quality and productivity, working within the Division to achieve more effective use of resources and enhanced quality and productivity as appropriate.

Lead, manage and motivate staff within the operational area, ensuring appropriate management structures, policies and practices are in place to achieve high levels of performance.

Ensure that all national targets are met, including Clinical Quality Indicators.

Develop a whole systems/partnership culture within the divisional areas.

Promote the implementation of key HR initiatives/targets such as Agenda for Change and HR policies/practices.

Knowledge & Experience

Essential

  • Practical and theoretical knowledge of: Financial Management, HR Management; Performance Management (Including RTT) and Project Management
  • Understands the changing NHS environment and its impact on service provision for staff.
  • Knowledge of strategic and business planning
  • Substantial senior management experience
  • Experience of managing access targets
  • Experience of managing a range of services within an healthcare setting
  • Proven track record of achievement in: Achieving healthcare targets, Partnership working, Pro-active performance management
  • Delivering challenging objectives to a deadline
  • Experience of working with multidisciplinary teams
  • Experience of successful business planning and service development
  • Knowledge of the political environment within which the NHS operates and is conversant with relevant national policy.
  • Excellent verbal and written communication and presentation skills suitable for a range of audiences, including chairing of meetings.
  • Able to clarify key points from diverse and complex sets of information.
  • Able to move easily between the detail and the big picture on issues in understanding and explaining the complexity of challenges and possible solutions

Desirable

  • Up-to-date knowledge of NHS system reform policy and other key policy drivers. (Performance Management, operating Framework, capacity planning, payment by results, independent sector development and Foundation Trust issues)
  • Proven track record of successful and sustained management in an NHS Foundation Trust or similar organisation.
  • Involvement in NHS service development and reconfiguration
  • Delivers clear presentations to diverse audiences
  • Drafts accurate and complex reports that are clear accurate and easily understandable.

Qualifications &Training

Essential

  • Education to degree level or equivalent qualification and or experience

Desirable

  • Masters level degree in a management related discipline
