Are you a skilled analytical specialist passionate about turning complex healthcare data into actionable insights to improve health outcomes and reduc...
The role is responsible for the end-to-end delivery of the Business Intelligence and Analytics function to SWL ICB and system partners, playing an instrumental role in advancing population health management (PHM), addressing health inequalities, and driving evidence-based decision-making.
A primary focus of this role is providing dedicated, high-quality analytical support to Place-based teams across SWL. Acting as the primary analytical Subject Matter Expert (SME) and first point of contact for assigned place-based workstreams, you will develop an in-depth understanding of local population health requirements, tailoring intelligence solutions and benchmarking tools to enable whole-population place-based planning. You will work across complex matrix structures, collaborating closely with Place-based leadership, Primary Care Networks (PCNs), Acute Trusts, Local Authority / Public Health teams, academic institutions such as King's Health Partners, and regional analytics providers (including OLDAS and NECS DSCRO).
Technically, the role encompasses developing, automating, and maintaining robust Power BI reporting suites, SharePoint repositories, and complex analytical pipelines using modern data stack capabilities (including SQL, Python, R, DAX, Fabric and Snowflake). You will contribute to strategic and operational planning, annual Operating Plan assurance, transformation programmes, and new contracting models such as capitated budgets and outcomes-based commissioning.

ICBs not only commission services but also align funding and resources strategically with long-term population health outcomes. For example, we are responsible for the process of deciding how best to use available resources to secure high-quality services to meet local need. This includes planning, purchasing, monitoring and evaluating services, as well as managing risk at scale and implementing mitigable interventions; actively shaping the market to drive integration and build resilience; aligning contracts and incentives to outcomes; building political, public and provider support on difficult decisions about future investment and service change.
This is a period of change for the NHS. The role of ICBs is changing in-line with Model ICB
Blueprint. The Governments 10 Year Health Plan presents an ambitious vision for a future NHS,with emphasis on the three shifts from hospital to community, from analogue to digital, and from cure to prevention all underpinning the new neighbourhood health service.
In 2025, the Boards of NHS South East London ICB and NHS South West London ICB took the decision to enter into a clustering arrangement. This means that we now share a Chair, Chief Executive Officer and an Executive team, but we remain as separate, statutory organisations. Acting in a clustered arrangement, with some shared teams, functions and resources. Between us we now secure the delivery of health services for a combined population of 4 million Londoners, across 12 boroughs.
This is an exciting time to work within our ICB. We currently have the opportunity both to shape the future of our clustered organisations, and to be part of a radical transformation of care for the local people and communities across south London. And while our two ICBs are different in some ways, improving lives for the people we serve is at the core of what we are both here to do.
Equality and diversity
The ICB is committed to providing services and employment to a community with an increasing variety of backgrounds. To do this effectively it is essential that we promote equality and embrace diversity and treat everyone with dignity and respect. This includes a focus on building a just culture.
The core purpose of SWL ICB is to improve the health of our population and ensure access to consistently high-quality services. Overseeing a budget of £4.3bn we hold accountability for ensuring the best use of the health budget for SW London's population in order to improve health and healthcare, both now and in the future.
The core responsibilities of an ICB are to:
Improve outcomes in population health and healthcare.
Tackle inequalities in outcomes, experience and access.
Enhance productivity and value for money; and
Support broader social and economic development in their area
The ICB provides system leadership for population health, setting the evidence base and long-term population health strategy. We work as healthcare payers to deliver this, maximising the value that can be created from the available resources. This involves investing in, purchasing and evaluating the range of services and pathways required to ensure access to high quality care, in order to improve outcomes and reduce inequalities within South West London.
